• Boot into setup and press Shift + F10.

• Use notepad to open file explorer.

• Navigate to C:\Windows\System32\oobe.

• Rename or delete BingOOBE.exe or NetworkConnectionFlow.exe.

• Restart setup — it may skip the network screen.

Step-by-Step Guide

1. Open Command Prompt During Setup

• When you reach the “Let’s connect you to a network” screen, press:

  Shift + F10
  

• This opens a Command Prompt window.

2. Launch File Explorer

• In the Command Prompt, type:

  notepad

• Press Enter. Notepad will open.

• In Notepad, go to File > Open.

• This opens a file browser — use it to navigate system folders.

3. Navigate to the Setup Files

• Go to this folder:

  C:\Windows\System32\oobe
  

• This folder contains files responsible for the Out-of-Box Experience (OOBE), including network setup and Microsoft account enforcement.

4. Rename or Delete Key Files

Look for these files:

• BingOOBE.exe

• NetworkConnectionFlow.exe

• OOBENetworkConnectionFlow.exe

Right-click each one and choose Rename. Add .bak to the end of the filename:

• Example: NetworkConnectionFlow.exe → NetworkConnectionFlow.exe.bak

🔒 If you get a permission error, you may need to take ownership of the file or boot into a recovery environment.

5. Close Everything and Reboot

• Close Notepad and Command Prompt.

• Restart your PC.

• The setup should now skip the network screen or fail gracefully, allowing you to create a local account.

🛠️ Solution 3: Preconfigured ISO with Rufus. 

Rufus is a free tool that lets you create a bootable USB drive with custom Windows 11 setup options — including skipping the internet and Microsoft account requirements.

🔧 Steps:

1. Download Rufus Get it from the official site: https://rufus.ie

2. Download Windows 11 ISO You can get it from Microsoft’s official site or use Rufus to download it directly.

3. Create Bootable USB with Rufus

   • Open Rufus and select your USB drive.

   • Choose the Windows 11 ISO.

   • Rufus will prompt you with customization options:

     • ✅ Remove requirement for online Microsoft account

     • ✅ Remove TPM and Secure Boot checks

     • ✅ Skip internet setup

4. Boot from USB and Install

• Restart your PC and boot from the USB.

• The setup will now allow you to create a local account without needing internet.
