🛠️ Solution 1: OOBE\BYPASSNRO Steps To Bypass Internet.
Boot from Installation Media
Use a USB flash drive or DVD with Windows 11 installation files.
Start your PC and boot into the installer.
Proceed to Setup
Select your language, region, and keyboard layout.
Continue until you reach the “Let’s connect you to a network” screen.
Open Command Prompt
Press
Shift + F10to open Command Prompt.
Enter the Bypass Command
Type the following command and press Enter:
OOBE\BYPASSNROThis command tells Windows to skip the network requirement during the Out-of-Box Experience (OOBE).
Restart and Continue Setup

C:\Windows\System32\oobeThis folder contains files responsible for the Out-of-Box Experience (OOBE), including network setup and Microsoft account enforcement.
4. Rename or Delete Key Files
Look for these files:
BingOOBE.exeNetworkConnectionFlow.exeOOBENetworkConnectionFlow.exe
Right-click each one and choose Rename. Add .bak to the end of the filename:

🔒 If you get a permission error, you may need to take ownership of the file or boot into a recovery environment.
5. Close Everything and Reboot
Close Notepad and Command Prompt.
